The condition usually moves through three stages. In the freezing stage, pain builds and movement gets harder. In the frozen stage, the pain often eases but the stiffness stays. In the thawing stage, your range of motion slowly comes back. Full recovery can take months, sometimes years. Diabetes, thyroid conditions, and long stretches with the shoulder held still can all raise your risk, so symptoms that start after a vaccine don't prove on their own that the shot caused them. Who May Qualify for Frozen Shoulder Compensation?
A potential claim requires a covered vaccine, a petition filed on time, and an injury that meets the VICP’s severity requirements. The evidence must also satisfy the Vaccine Injury Table’s criteria or prove that the vaccination caused the injury.
To meet the severity requirement, the injury’s effects must:
- Last more than six months after vaccination; or
- Result in inpatient hospitalization and surgical intervention; or
- Result in death.
Treatment records help establish how long symptoms have lasted. The hospitalization-and-surgery requirement calls for both inpatient hospitalization and surgical intervention.

Frozen Shoulder and the SIRVA Vaccine Injury Table
Adhesive capsulitis is not a separate entry on the Vaccine Injury Table. Your frozen shoulder diagnosis may be evaluated as part of a SIRVA claim.
SIRVA Table Claims: Shoulder Pain Within 48 Hours
For applicable covered vaccines, SIRVA Table criteria require shoulder pain beginning within 48 hours, with pain and reduced movement limited to the injected shoulder. No prior shoulder symptoms or other condition may explain the later symptoms and findings.
When a claim meets the full Table requirements, the law presumes vaccine causation unless another cause is shown.

Off-Table Claims and Proof of Vaccine Causation
